Mantotta K. D. Abeyapala, CEng, FIE (SL), MICE (UK)

Chartered Civil Engineer / Engineering consultant

The certificate received for being a chartered member for 50 years

Mantotta K. D. Abeyapala is a highly respected Chartered Civil Engineer with over five decades of international experience in infrastructure development, including more than 35 years in senior executive and leadership roles across Sri Lanka, the United Kingdom, Nigeria, and the Federated States of Micronesia.

Mr. Abeyapala brings to the Board deep expertise in large-scale project planning, engineering design, risk management, and the delivery of complex infrastructure programmes. His professional background spans highways, irrigation systems, urban drainage and sewerage networks, airport infrastructure, solid waste management, and land reclamation. He has been instrumental in leading multidisciplinary teams and engaging with government authorities, regulators, and international stakeholders to successfully deliver projects of national significance.

He previously served as Director/General Manager of the River Valleys Development Board of Sri Lanka, where he oversaw major irrigation and infrastructure initiatives, including the Lunugamvehera Dam project and associated regional development works.

He also held senior leadership roles at the Land Reclamation and Development Corporation and the Mahaweli Development  Programme, contributing to key national development projects.

Internationally, Mr. Abeyapala served In United Kingdom with several local government organizations for over 18 years, including the London Borough of Barking and the Metropolitan Borough of Calderdale,  where he led major drainage and environmental engineering projects, and in Nigeria and Micronesia, where he managed road development, airport construction, and public infrastructure programmes in line with international standards.

He is a Chartered Engineer and a Member of the Institution of Civil Engineers (UK), as well as a Fellow of the Institution of Engineers, Sri Lanka.  He holds a Diploma in Civil Engineering (1958/60 batch) from Hardy Training Institute, Sri Lanka, and a Diploma in Civil and Structural Engineering (BSc. equivalent) from East London College of Technology now University, UK.

Mr. Abeyapala’s extensive technical knowledge, governance experience, and strategic perspective on infrastructure development provide valuable insight to the Board, particularly in areas of project oversight, risk management, and sustainable development.
